summary
The position of Contracts Manager handles all aspects of federal, state, and commercial contracts, including developing and administering policies and procedures to comply with federal, state, and local government contractual regulations and policies. The Contracts Manager reports to the Chief Executive Officer. Responsiblities include:
  • Develops and executes contracts, sub-contracts, and statements of work
  • Works with the Chief Operations Officer to develop financial proposals in response to Request for Proposals
  • Interfaces and negotiates with external contracting officers
  • Administers, updates, and monitors the company’s federal and state government contracting vehicles: GSA Schedule 70, 8(a) STARS, Maryland CATS, etc.
  • Works with the Accounting Manager to ensure compliance with customers’ invoicing instructions
  • Supports other duties as assigned.
requirements
  • Bachelor’s degree or higher
  • A minimum of 5 years of experience in contract administration and management
  • Familiarity and understanding of the Federal Acquisition Regulations (FAR)
  • Knowledge and experience developing contracts, subcontracts, blanket purchase agreements, and statements of work
  • Experience negotiating contracts
  • Knowledge of basic accounting and budget procedures
  • Must possess strong leadership and interpersonal skills, as well as excellent communication, writing, and presentation skills.

The client has locations in Baltimore, BWI, Annapolis, and elsewhere in Maryland. The candidate can live anywhere and travel to client meetings, which will be about 20% of the time. Other work can be done at our Herndon, VA office and/or remotely depending on candidate’s place of residence.

summary
The IV&V PM will serve as the lead resource on one to five IV&V projects, perform as the primary point of contact with the state government client, and manage one or two IV&V resources on each IV&V project. The purpose of each IV&V is to assess the health of a project for compliance to PMBOK and state SDLC, capability of the project’s Project Manager, effective project governance, technical feasibility, and schedule feasibility. The IV&V team will conduct independent research, stakeholder interviews, and review and analyze project processes, project files, and documentation. The IV&V team will produce an IV&V findings report, which will identify project strengths, weaknesses, and recommended corrective actions.

requirements
  • BS in Information Services or related 4-year degree
  • The PM must possess and maintain an active PMP certification
  • The PM should have 3 to 8 years of work experience, of which 3 years should be performing IV&Vs or similar quality assurance work on IT development projects
  • Must have hands-on knowledge of SDLC and PMBoK (i.e., time, scope, cost, and risk management); risk assessment, IV&V and/or quality assurance experience
  • Preferred Skills: Knowledge or experience with State of Maryland SDLC, CMMI, requirements definition, business process improvement, and gap analysis
  • Desired Skills: Knowledge or experience with vital records COTS, environmental permits/payments, content management, loan servicing software, safety dispatching applications, Web application development, .Net architecture, databases (i.e., SQLServer, Oracle), data migration, accounting, and report writing
  • Excellent written and oral communication skills.
